与えられたファイルでは A と B で長さは違うが、同じ値を指すことができれば FLAG をゲットできることが分かります。
PHP の文字列比較では、両方が numeric string の場合は数値比較になります。
そのため、A=01, B=1 を送ると条件を満たせます。
